Felton, DE — The construction of “green” homes has become a popular trend in recent years, and South Jersey-based homebuilder J.S. Hovnanian & Sons has both the experience and certification to qualify them as one of Delaware’s leading “green builders.”
“J.S. Hovnanian & Sons is one of only three builders within Kent County, DE that are green certified builders,” said Stephen Hovnanian, principal of J.S. The company – whose Roesville community in Felton, DE was one of the first active adult communities in the state to be certified “Green” by the National Association of Home Builders (NAHB) – has had a major hand in the development and launch of a new rebate program in Delaware.
Green for Green (G4G) is a program from the state of Delaware offering between $3,000- $6,000 to homeowners who purchase a “green certified” new construction home. G4G is administered by the Delaware Department of Natural Resources and Environmental Control (DNREC), in partnership with the Home Builders Association of Delaware (HBA/DE) with stimulus funds administered by the Delaware Sustainable Energy Utility (SEU).
The G4G program helps homebuyers offset the cost of energy efficiency upgrades on their newly built home, which have long-term benefits but may initially be costly. To qualify, each newly purchased home must be certified Silver Level or better by either the National Association of Home Builders Research Center (NAHBRC) or the US Green Building Council’s (USGBC) LEED for Homes.
Due to limited funding for the program, grants will be distributed to qualified homebuyers on a first come, first served basis. Buyers receive a rebate at settlement in a check payable to the homebuyer. Depending upon the conditions of the individual mortgage approval, the check may be distributed at settlement to help cover closing costs.
J.S. Hovnanian & Sons’ Don Yoos, Director of Construction, and Shari Hendley, Project Administrator, not only played important roles in the launch of this program, but also share an enthusiasm for the program’s potential benefits to homebuyers in the state.

When looking to retire or downsize to a more manageable home, there are several features that homebuyers look for in a home – a convenient, yet serene location, low cost of living, ample recreational and cultural activities close by and a beautiful new home that meets all your needs and desires. It’s this formula that homebuilder J.S. Hovnanian & Sons is utilizing with its new age-restricted community of Roesville, located in Kent County, Del.
“It’s well known that Delaware is one of the top places to retire due to the low cost of living, low property taxes and no estate tax, and now those in New Jersey, New York, Pennsylvania and Maryland are starting to seriously look at Delaware when buying a home. The savings alone on property taxes are incredible – they can’t believe that property taxes can actually be $900 a year,” says Garo Hovnanian, marketing and research manager for J.S. Hovnanian & Sons. The private, family-owned builder has been building homes in the Mid-Atlantic region for more than 45 years, and Garo Hovnanian is the great-grandson of the company’s founder.
Roesville is conveniently located near the capital city of Dover with its cultural and sporting events (Dover International Speedway hosts NASCAR races), the charming city of Lewes, which also offers easy ferry access to Cape May, N.J., and Rehoboth Beach. Yet Roesville is in a country setting, Hovnanian notes, offering respite from more crowded new home community settings. “People are leaving other areas of Kent County, Del., Southern New Jersey and Baltimore County because they are tired of the congestion,” he says. “We are located half way between the Bay Bridge and Rehoboth Beach. In fact, Roesville is almost the exact center of the state of Delaware.”
Hovnanian says that Roesville, which opened in September, will eventually have 440 homes and that currently 10 homes are occupied with four more under construction. When designing the homes and the community, he says that the company did extensive research to ensure that it was crafting a community that homebuyers wanted. “We started by running some small ads in newspapers urging people to sign up, and 450 people immediately did so. We then sent a letter to these people asking them what they wanted in a new home, and more than half wrote us back with their wish lists. We were amazed.” Hovnanian says that some of the most desired elements included energy efficient green homes, entertaining spaces, open kitchens and the option for a third bedroom. “We incorporated their wants into the designs. For example, 80 percent of them said they wanted a particular master bedroom layout, so four out of the five models have that layout. We also recognized that homeowners would be further away from their jobs and grandkids, so we incorporated an ‘Internet Center’ in each home with all the technology needed, a desk and cabinetry built specifically for a computer so that they can video chat with the grandkids or work from home as a consultant. Most of the homebuyers are finding us online, which debunks the myth some have that older people are not computer savvy.”
One of the top items on homebuyers’ wish list, Hovnanian says, was to have three bedrooms on one floor. “They also wanted flexibility with that third bedroom, so they can also make it a study for no cost, and can add French doors if they want. We have a lot of customizations available, which is one of the beauties of new construction.”
Hovnanian says that the company also wanted Roesville to have a unique look, instead of that cookie cutter look seen in many new home communities. “We have three different elevations with different color options – all available without an additional charge so that homeowners can show their own personality. We want the streetscape built on homeowners’ preferences, not their pocketbooks. We also don’t allow two homes with the same exterior to be situated next to each other,” says Hovnanian, who adds that the homes are set on wider lots than typically found in age-restricted communities and that lawn care and snow removal is taken care of by the association.
There are five ranch designs available at Roesville, all featuring three bedrooms, two baths, a covered front porch, two-car garage, large master bedroom with walk-in closets, gourmet kitchen and spacious utility room with “Hobby Center” cabinetry. The 1,547-square-foot “Palmer” is priced starting from $239,900; the 1,797-square-foot Mayfair starts at $259,900; the 1,973-squarefoot Riverdale starts at $269,900; the 2,137- square-foot Canterbury starts at $279,900; while the largest style, the Baybridge at 2,233 square feet, starts at $289,900. Homebuyers can further customize their homes by making use of the onsite “Design Gallery.” Hovnanian notes that the company, which has won J.D. Power and Associates’ Customer Satisfaction award multiple times, can provide the one-on-one service that large national builders can’t. “My father and uncle attend homeowners’ association meetings, and homeowners have direct access to the president of the company at any time.”
Hovnanian adds that one of the other elements that homebuyers requested was access to fitness facilities, so Roesville will feature walking trails and a fitness center. “Our 10,000-square-foot clubhouse will feature a large fitness center that will encompass a third of the clubhouse,” he says. The clubhouse will also have men’s and women’s lounges with showers and lockers, card lounge, travel library, indoor pool, outdoor pool with Jacuzzi and fireplace, tennis court, basketball court, playground and a putting green. “The clubhouse will be built in the future, as we did not want the first dozen residents to be responsible for the maintenance costs of a large facility; however, we do have the “Roesville Club,” a smaller scale fitness and social club for current residents.”

Baltimore Sun - When you walk into a home in Roesville, a new age-restricted community near Dover, Del., you may not know why you suddenly feel at home. Behind that instantly welcoming feeling are the opinions of 800 people especially selected by J.S. Hovnanian & Sons, the builder of the 444-home community. The feedback they gave is reflected in the well- thought-out floor plans and features. “We asked what they wanted and they told us specifically,” says Rich Shakarjian, director of sales for J.S. Hovnanian (www.HOVhomes.com). “They all wanted one-floor living, and they all wanted three bedrooms.” The request for three bedrooms was a bit surprising, but J.S. Hovnanian designed the homes so that buyers can choose to have either a third bedroom or a study – at no extra cost. In one model, the 1,973-square-foot Riverdale, which starts at $259,900, the third bedroom’s bright corner location also allows it to double as a sunroom.
With that kind of responsiveness to customers, it’s no wonder that J.D. Power and Associates three times in the last seven years gave J.S. Hovnanian & Sons its “Ranked Highest in Customer Satisfaction for New Home Builders in Philadelphia Area” award. The other four years, J.S. Hovnanian finished in the top five. In 2007, J.D. Power and Associates ranked J.S. Hovnanian as the best company for new home quality. “This company only knows one way to build something – the right way,” Shakarjian says. “We just build it better. We want perfection from everyone … Even our competition says, ‘You guys build a great house.’ ”
J.S. Hovnanian is not to be confused with K. Hovnanian, a Baltimore-area builder. The original Hovnanians were four brothers who all went into the home building industry, and K. Hovnanian expanded into a national company. J.S. Hovnanian married a girl from Philadelphia, moved to Mount Laurel, N.J., and 45 years later the company is still building in the mid-Atlantic area. The location of Roesville, just half an hour from the Delaware beaches and 10 minutes from Dover, allows the company to offer its well-built homes at incredibly affordable prices – and buyers own the land on which their house sits.
Aimed at active adults, those 55 and older, the community will boast a 10,000 square-foot lodge, complete with a comprehensive fitness center and grand ballroom, as well as multi-modal walking trails, tennis and bocce courts, indoor and outdoor pools, and a playground for the visiting grandchildren. The lodge will complete the resort-like feel that characterizes Roesville. “It’s really going to be spectacular,” Shakarjian says. Currently, the homeowners’ fee, which includes all outdoor maintenance, is about $83, when the lodge that is expected to rise to $110 a month.
When it comes to the individual homes, buyers will find enticing floor plans. The smallest model in Roesville is the Palmer, which sells for $239,000 and offers 1,547 square feet. It features a two-car garage, covered porch, an island kitchen with a pantry and breakfast room, a great room and a master suite complete with walk- in closet. At $259,900, the 1,797-square-foot Mayfair boasts a great room, an Internet center and a laundry room designed with space for hobbies. Priced at just $279,900, the Canterbury’s 2,137 square feet includes a master suite with dual walk-in closets. The largest home, the 2,233-square-foot Baybridge, boasts a spacious dining room, a great room that measures 15 feet by 19 feet, 9 inches, and an island kitchen with a large, sunny breakfast room. All of the homes offer a choice of three elevations at no extra cost, and they all come standard with 9-foot ceilings.
One feature those surveyed wanted in a home was attic storage. So J.S. Hovnanian designed all of the homes to have a floored walk-up attic above the garage. The easily accessible storage area boasts a real set of steps – no need to brave pull-down steps. For those who want a bit of second- floor living, buyers can add optional lofts, too. Basements are available as an option as well. The popular Internet centers provide a counter and cabinets with cable and phone jacks, the perfect place to stash laptops and charge cell phones. No matter which floor plan a buyer chooses, Shakarjian says that every home offers an “open-hearted feel. When you come in you feel you are home – you feel the warmth of the home. That open-hearted feeling comes from what J.S. Hovnanian believes in – that families should be together and eat together and have good times.”
All of the homes have earned the prestigious Energy Star designation, and they’ve earned a “Green” certification from the National Association of Home Builders. To earn that, each home is personally inspected. “People like the fact they’re going to save money,” says Shakarjian. Buyers also will enjoy the tankless hot water heating system, which means they can save money and enjoy a long, hot shower without worrying that the hot water will run out. Another way in which buyers will save is on their property tax bill; taxes average about $800 to $1,200 a year. Couple that with no sales tax in Delaware, and buyers will find themselves with more money in their pockets. Buyers also will enjoy something harder to put a price on: peace of mind, thanks to a 10-year homeowner’s warranty. J.S. Roesville tops all "Green" homes in Delaware with new "Silver" certification
J.S. Hovnanian & Sons has achieved what no other builder in Delaware has: 3 homes at Roesville have been certified not only as "Green" according to the National Association of Home Builders' (NAHB) new Green guidelines, but have achieved a higher level of performance, and have earned the "Silver" designation.
"Green" homes, according to the NAHB, use materials and building techniques that are more environmentally friendly and are built to higher standards of efficiency, enabling the homeowner to use less energy to achieve the same comforts they're used to.
